The Kenyan government has allocated nearly half a trillion shillings to the security, health, and agriculture sectors in the 2025/26 financial year, underscoring their central role in the economy and everyday life of citizens.
Presenting the budget estimates before Parliament, National Treasury Cabinet Secretary John Mbadi said the allocations reflect the government’s focus on critical service delivery across sectors that have a direct bearing on national stability, public health, and food security.
National Security
A total of Sh88.8 billion has been allocated to the national security docket, aimed at enhancing efforts to combat terrorism, drug trafficking, and other forms of crime. Mbadi emphasized that these funds will go towards safeguarding national peace and building a secure environment conducive to economic growth.
Health Sector
The health docket has received a substantial allocation of Sh138.1 billion, covering a wide range of programs, including:
- Sh6.2 billion for the coordination and management of Universal Health Coverage (UHC)
- Sh13.1 billion for the Primary Health Care Fund
- Sh430 million to provide medical cover for orphans, the elderly, and severely disabled individuals
- Sh17.3 billion for Global Fund-supported initiatives
- Sh4.6 billion for the national vaccines and immunization program
- Sh100 million to strengthen cancer management at Kenyatta National Hospital
Mbadi also proposed an additional Sh42.4 billion for major referral hospitals, including:
- Kenyatta National Hospital
- Moi Teaching and Referral Hospital
- Kenyatta University Teaching, Referral and Research Hospital
- Mwai Kibaki Teaching and Referral Hospital in Othaya
- Jaramogi Oginga Odinga Teaching and Referral Hospital in Kisumu
- Mathari National Teaching and Referral Hospital
Agriculture and Food Security
To boost food production and agricultural resilience, the agriculture sector has been allocated a total of Sh22.2 billion, broken down as follows:
- Sh8 billion for the fertilizer subsidy program
- Sh10.2 billion for the National Agriculture Value Chain Development Project
- Sh2.8 billion for general agricultural support
- Sh800 million for the Small-Scale Irrigation and Value Addition Project
- Sh1.2 billion for the Food Security and Crop Diversification Project
CS Mbadi said the targeted allocations would ensure that Kenyans enjoy improved public services, better health outcomes, enhanced food security, and a safer environment.
