Kinuthia Takes Aim at MPs’ Legislative Incompetence in Scathing Radio Critique

NAIROBI. Former Education and Sports Chief Administrative Secretary (CAS) Zack Kinuthia has delivered a blistering assessment of Parliament, accusing lawmakers of a dangerous deficit in “legislative competence.”

In a recent radio interview, Kinuthia sidestepped the usual chatter of succession politics and tribal arithmetic. Instead, he zeroed in on the Hansard, Parliament’s official record, and what it exposes about MPs. His verdict was blunt: too many legislators, especially from Mount Kenya, vote on laws they neither read nor understand.

His sharpest example was Maragua MP Mary Wamaua, who openly admitted she had not fully read the Finance Bill 2023 dismissing it as “too large” to scrutinize. To defend herself, she likened it to a pastor unable to read the entire Bible.

Yet she still voted “Yes” on the Finance Bill, a decision that imposed direct costs on her constituents.

Kinuthia’s reaction dripped with irony. “I actually congratulate her as bold,” he said, before turning the knife. If MPs cannot master the Constitution, the supreme law of the land, how can they claim to represent their people in Parliament

Kinuthia drove his point home with a telling analogy. “Just as a patient cannot override a doctor’s diagnosis, MPs must be informed enough to listen to legal experts and make decisions rooted in knowledge, not convenience.”

He highlighted the avocado tax as a case in point. Farmers in the Mount Kenya region are now bearing the cost of legislation passed without proper scrutiny. For Kinuthia, it is a cautionary tale, a reminder that negligence in Parliament translates directly into hardship in the villages.

The Bottom Line

Kinuthia’s message is clear. Kenya cannot afford leaders who legislate in ignorance. Elections must test not just loyalty or tribe but the ability to read, understand, and defend the Constitution.

In a political culture addicted to slogans, his critique cuts deep. Leadership is not about bravado. Ignorance is not boldness. And in the solemn theatre of lawmaking, empty courage is dangerous.
