The Kenya Revenue Authority (KRA) has issued a detailed clarification on the implementation of the new Current Retail Selling Price (CRSP) schedule, which will officially come into effect on July 1, 2025. The revised CRSP will be used to determine the customs value and taxes levied on all used motor vehicles imported into the country.
In a public notice dated May 30, 2025, KRA informed stakeholders that the updated CRSP list had been finalized after extensive consultations with players in the automotive industry and would replace the older 2019 schedule.
In a follow-up statement issued on June 6, KRA addressed growing public concerns and clarified the legal and economic rationale behind the revised pricing schedule.
“In response to public inquiries and recent media reports regarding the implementation of the revised CRSP, KRA wishes to clarify the following: the legal basis of customs valuation, what CRSP is, why the review was necessary, and the process behind it,” the authority noted.
Key Reasons for the CRSP Update:
- Higher Taxes: The import duty rate has risen from 25% in 2019 to 35% in 2025. Excise duty has also increased, with some vehicles now taxed at up to 35%, up from 30%.
- More Vehicle Models: The revised CRSP includes over 5,200 unique vehicle models, up from 3,000 in the 2019 list. New models released in recent years are now reflected in the official schedule.
- Legal Foundation: The CRSP is anchored in the World Trade Organisation (WTO) Agreement on Customs Valuation and the East African Community Customs Management Act, 2004.
KRA emphasized that the CRSP is essential for ensuring fair and consistent valuation of used cars entering the Kenyan market. While some models were excluded due to lack of data, the list is continuously being updated.
