The Ethics and Anti-Corruption Commission (EACC) has arrested two officials from Mumias Level 4 Hospital in Kakamega County for allegedly soliciting and receiving a Kes200,000 bribe to facilitate the release of payment for medical equipment supplied to the hospital.

In a statement issued on 21st May 2025, the anti-graft agency confirmed the arrest of Mr. William Mmasava, a Supply Chain Officer, and Mrs. Linet Kavaya, a Biomedical Engineer, in a sting operation conducted at KCB Mumias branch. The two are accused of extorting money from a supplier who had lawfully delivered an X-ray scanner worth Kes1.4 million to the hospital.

According to EACC, the complainant had entered into an agreement with the hospital to receive payment in three instalments. While the first instalment of Kes500,000 was paid on 17th April 2025, the trouble began when the second instalment of Kes650,000 was due.

On 8th May 2025, the complainant was contacted by Dr. Mohammed Munyendo, the hospital’s Medical Superintendent, who allegedly demanded a Kes400,000 bribe to facilitate the next payment. The following day, Mrs. Braxides Bunoro, an Administrator, reportedly reinforced the demand during an in-person meeting.

Although the hospital proceeded to deposit the second instalment into the complainant’s KCB bank account, the funds remained inaccessible. The complainant continued to face pressure and coercion from multiple hospital staff—Dr. Munyendo, Mrs. Bunoro, Mr. Mmasava, and Mrs. Kavaya—who allegedly insisted that a bribe must be paid for the payment to be processed.

Acting swiftly on the complaint filed on 16th May 2025, EACC investigators launched an operation that led to the arrest of Mr. Mmasava and Mrs. Kavaya moments after they received the Kes200,000 bribe.

The suspects were taken to EACC’s Western Regional Office in Bungoma for processing and later booked at Bungoma Police Station. They are being held as investigations continue.

The Commission reiterated its commitment to eliminating bribery and corruption in public service, especially at service delivery points. EACC has urged citizens to report any unethical conduct via its toll-free hotline 1551 or by visiting any of its regional offices.
